S.C. Compania APA Brasov S.A. makes available the following information in accordance with the request of H.G. 95/2003, Annex 6:

 

The information that should be convey to public in case of major accidents.

3.  Competent Authorities Notification

The notice regarding the objective Chlorine storehouse within Tarlung Drinking Water Treatment Plant, that is under the incidence of HG 95/2003 and is framing with the category with minor risk.

  • registered with number  476043/21.04.2005 to County Inspectorate for Emergency Situations

4.  Description of the activity carried out within the objective

The raw water is treated to Water Treatment Plant to became potable and in the process of water chlorination, gaseous chlorine under pressure is used. In the chlorine store can be found the maximum quatity  of 8,6 t chlorine under pressure. The manufacturing process of water chlorination is controlled by continuously weighing of chlorine containers and by treated water analyze. Type of production is continuous: 24 hours/day, 7 days/week.

  • Risk Phrases:
    • R 23 (toxic by inhalation),
    • R 36, 37, 38 (irritating to skin, eyes and respiratory system).

6. General information on the nature of major accident hazards - the potential effects

Major accidents may occur due to natural disasters (earthquakes, floods) or technical reasons, such as cracking or leaking containers of chlorine in chlorine leak valves jacks.

Information on natural hazards specific to the region: in terms of seismic the Water Treatment Plant Site Area falls under the Norm 100/1992 MLPATP, calculation class D with seismic coefficient Ks = 0.16 corner period, Tc = 1.0 sec.
The area is characterized by temperate/continental clime, with average rainfall 600-700 mm/year without landslides, floods following torrential rains, dam break or as result of terrorist actions. If that water gets into the container (s) would produce explosion followed by fire.

The high temperatures may cause explosion. There is not  a combustible product, but many substances burn in chlorine atmosphere, as if they burn in oxygen.

The  containers of chlorine may be  potentially damage following these accidents  the, may be cracked, fissured. Chlorine emissions may result. Emission of chlorine gas may occure depending on the size of the container crack. Small scale leakages can affect people in the area within a radius of 270 m in all directions and people in the path of the gas stream on a distance of 4.5 km. Large scale leakage affects persons over a distance of 450 m radius  in all directions and people in the path of gas stream on a distance of 7.5 km. The emission of chlorine is toxic and corrosive in moisture conditions. Gas chlorine vapors in combination with atmospheric moisture produce hydrochloric acid with specific effects of burning. Inhalation at low concentrations has irritant effects and inhalation in high concentrations may cause asphyxiation. The vegetation may be destroied.

7.  Warnings modes

When a major accident occure, the Water Treatment Plant staff is alerted by sound signal (beep) – the siren works for 1 minute and population from neighboring areas will be increasingly alarmed by the sound signal by siren with flashing drive, the signal duration will be 5 seconds and 2 seconds pause. This warning will sound mean removal and emergency evacuation of population from neighboring areas.

8.  Behavior to be adopted

Actions taken: Water Treatment Plant alerted staff implements the internal emergency plan,  it will be isolated and vent the infested areaand the  entrance in this area will not be not allowed.

Do not get in the way the gas stream;
The nearby population will be urgently evacuated;
The access of persons in the affected area is prohibits;
The power, gas and heat supply should be  interrupted;
The intervention of military firemen and ambulance should be asked;
Actions should be take to remove and cleare the accident consequences.

9.  Internal measures taken by the operator

In case of major accident, S.C. Compania APA Brasov SA, Water Tretment Plant  have the obligation to take actions according to internal emergency plan and to inform promptly to emergency services, to keep in touch with local authorities for environmental protection and civil protection. The operator is obliged to carry out simulations with staff to act promptly in case of major accidents and to minimize its effects.

10.  Reference to external emergency plan

Internal emergency plan prepared by the Compania APA Brasov SA and submitted to IJSU, following to be harmonize with the external emergency plan, which will establish the manner of cooperate with highers bodies and emergency services in case of major accidents and participation in the instructions or requests from the emergency services during the accident.
