European Union has granted expertise and financial support to Romania by: PHARE, ISPA, SAPARD and Sectoral Operational Programme (POS). This funds management is performed by the national authorities, under the coordination of Public Finance Ministry and Environment and Development Ministry.

MUDP
MUDP - Municipal Utilities Development Programme
The rehabilitation project developed within MUDPI, was in amount of 18.5 millions USD and was financed by the EBRD and the Government of Romania. This project was implemented during 1995-2000. The main objectives of the project in the water supply sector were: rehabilitation of distribution networks (including the installation of water meters to consumers), supply mains rehabilitation, rehabilitation of some wells and springs, construction of reservoirs, filters halls rehabilitation of Water Treatment Plant and implementing of flows and pressures monitoring system. The Waste Water Treatment Plant and "J" sewer collector of waste water sector were also rehabilitated.
Compania Apa Brasov main target is to provide the supply of good quality water. In order to improve these services, with local authorities, our partners in the Municipal Utilities Development Programme, Compania Apa representatives have succeeded to get a loan from European Bank for Reconstruction and Development (EBRD) with government guarantee.

- September 1995 - Signing Loan Agreement by Romanian Government and EBRD
- 1996 - completion of tender documentation, performance “small" contracts (purchase)
The total amount of investment program was of 23.6 million USD.
Project financing:

• Local budget Brasov in equivalent USD 1.1 million, April 1997 - start "rehabilitation network"
Project implementation

The works were completed on 31.12.2001. Were made 82.9 km and 46.9 km network of connections. These have been fully commissioned, providing new water supply network on a total of 161 streets in the following areas:
• Noua District (full)
• Schei District (the entire area from Piata Unirii to Podul Cretului Street, as well as the area between the Brancoveanu Street and Calea Poienii)
• Warthe area (between Sirul Livezii and Stejeris Street)
• the historic center (between Castelului Street, Muresenilor Street and Eroilor Boulevard)
• the area framing on Horea Street, Closca, Crisan, Soimului, Caprioarei, March 8 Streets.
• the area framing by D. Gherea and Moghioros Streets.
• the area framing by 15th November Boulevard and Nicholas Titulescu Street
• Grivitei Street - Mircea cel Batran Street
• the area bounded by the Al. Ioan Cuza and Maior Cranta Street
• Astra District (between Saturn, Uranus, Zorilor and Paraului Streets)
For the works have used polyethylene pipes (mostly), ductile iron and polyester reinforced with fiberglass. Besides classical technologies were used and the "no ditch" through the use of horizontal drilling rigs.
Also within in the work of " Water Network Rehabilitation” was upgrade a water filtration hall to Tarlung Water Treatment Plant and was increased the treatment capacity from 370 l/sec to 600 l/s.
The Company had put into function 4 new reservoirs during 2000
- Warthe – 5.000.000 litrs
- Palatul Scolarilor - 5.000.000 litrs
- Dealul Melcilor - 5.000.000 litrs
- Pajistei – 2.500.555 litrs
In addition to these, Dealul Melcilor, Tampa and Poiana lui Lupan Pumps’ Stations that supply the above mentioned reservoirs were rehabilitated.
The Rehabilitation had consisted on using of more efficient pumps and process control by computer.
Water meters were also installed to more then 6500 buildings and to the main sources of water. In order to provide water supply to the city, including during the dry periods, the capacity of drilling wells was a doubled by replacing the 30 underground pumps.
The new system capacity is of 900 liters/sec. with lower energy consumption than previously. In order to protect the environment, especially Ghimbasel, Barsa and Olt rivers, the Company had rehabilitated the Waste Water Treatment Plant of Brasov City. The treatment capacity is 1620 l / sec. On the other hand, the biological treatment technology was changed by using a new aeration system.
It also was built the first ecological lagoon in the county. There is stored the sludge resulted from Waste Water Treatment Plant in condition of environment maximum protection.
The works and Company’s performance have been monitored and assessed by EBRD foreign consultants and delegation directors for Central and Eastern Europe.
June 1998 - commencement of works to Waste Water Treatment Plant.
Waste Water Treatment Plant rehabilitation and upgrading project was part and parcel of the Municipal Utilities Development Programme initiated by the Romanian Government together with the European Bank for Reconstruction and Development.
The investment program total amount was of 8.4 million USD.

- replacement of aeration technology (blowers station, fine bubbles aeration system, aeration tanks)
- I, II, III secondary settling thanks rehabilitation and development with two new settling tanks IV and V
- rehabilitation of pumps station for recirculated sludge
- construction of a new heating plant and equipped with plants for biogas conversion into electrical power
- Works usefulness:
- considerably increase of treated waste water amount (from 1620 l/s to 2200 l/s)
- improvement of quality parameters of the treated flow
- decrease of negative impact on the environment
- by rehabilitation and technology upgrading have been made an important step to align the environmental parameter to European Union Standards.
Sludge Treatment and Disposal
Another problem to be settled was the sludge resulted from waste water treatment process, which is stored in the spaces arranged on Barsa Brook.
The sludge is harmful and polluting for environment, due to its chemical content.
In order to settled this issue, in 1999, together with the Danish Environmental Protection Agency has started a project titled "Brasov WWTP - Sludge Treatment and Storage" in the framework of Romania - Danish cooperation for environment.
Thus, a sludge treatment plant and an ecological lagoon for dewatered sludge were built, settling this issue and reducing substantially the risk of environment pollution.
The dewatering station equipments were donated by the Danish Environmental Protection Agency that has provided a grant to fund their purchase and had also provided free consultancy and technical assistance for commissioning.

These investments are in accordance to European Union Policy for environment protection and contribute to the process of adoption of the European Union Directives on waste water treatment and water sources protection. Therefore the quality of treated waste water discharged in emissary must meet the UE Standards and should be applied within a coherent management on each topographic basin.
LSIF
LSIF (Large Scale Infrastructure Facilities)
PHARE is one of pre-accession instruments for candidate states to European Union. LSIF – Large Scale Infrastructure Facilities is part of this programme and it Financing Memorandum was signed on 1999 by European Commission and Romania Government. This programme amount was of 14,3 millions Euros. The programme was developed in 4 cities.
The programme developed in Brasov was called LSIF 99.09.01 – Brasov Waste Water Project, in mount of 3,54 millions Euros and was developed during a period of 2 years.
The project objective was to provide assistance to Brasov City Municipality through Compania APA Brasov, to develop and rehabilitate the sewerage system. The project has solved the waste water issue in Harman (with a population of about 4,600 inhabitants) and Sanpetru (with a population of about 3,500 inhabitants) which had no waste water services. The treatment of waste water resulted from these communities will be made to Brasov Waste Water Treatment Plant, that has the necessary capacity to treat also the waste water from this area.
The achieved works are:
- Harman:
- 21.6 km of network with diameters between 200 and 315 mm;
- an automated pumps station with a capacity of 35 l/s;
- rising main of HDPE , 5.5 km length and diameter of 250 mm;
- 17 km network with the diameters between 200 and 315 mm;
- automated pumps station with a capacity of 62 l/s
- rising main of HDPE, 6 km length and diameter of 400 mm
- Sanpetru:
- a pumps station with a capacity of 100 l/s;
- 6 km of rising main with 400 mm diameter.
Within this project, ecological chambers made of plastic were also installed to each consumer and two equipments were purchased: a sewerage emptying vehicle and a utilitarian vehicle endowed with sewerage network video inspection unit.
ISPA
DESCRIPTION OF ISPA Measure 2000 RO/16/P/PE/007
The European Union has assisted Romania with expertise and financial support with the view to accession to EU, through specific programmes: Phare, ISPA and Sapard. The beneficiary sectors vary from regional development and support for SME, to investments in transport and environmental infrastructure and rural development. The management of these funds was performed by the Romanian authorities, under the coordination of the Ministry of Public Finances.
ISPA ("Instruments for Structural Policies for Pre-Accession") was a special instrument for pre-accession launched on 2000, aimed the co-financing of large infrastructure projects in the field of transport and environment.
ISPA Measure 2000 RO/16/P/PE/007 “Treatment of drinking and wastewater of Brasov City and neighboring localities” was developed in Brasov during 2002-2010 and it was a far-reaching environmental programme in total of EURO 58.7 million. The final beneficiary was Compania Apa Brasov S.A. This programme is referring to the treatment and distribution of drinking water, as well as to the wastewater collection and treatment in Brasov City and neighboring localities, being divided in 4 work tender packages and 2 service tender packages.
The Measure Financing was as follows:
- ISPA GRANT: 71% of the total amount, namely 37.514.811 EURO, though which were financed the packages I and II and the services contract.
- EBRD LOAN: 24.66% of the total amount, namely 13,031.362.00 Euro, though which were financed the packages III and IV. The maximum amount of the EBRD loan was 15,000,000 Euro granted for a period of 15 years.
- Local budget: 4.34 % of the total amount, namely 2,291,589.00 Euro, through which Compania APA Brasov had financed the construction of Poiana Brasov - Rasnov Sewerage Collector, part of package II. In according with "Polluters pays" Principle, additional fees (tourist fees) are applied to all the water consumers from Poiana Brasov, excepting the residents, which are already liable to this fee payment.
The financing percentage allocation:
- 66% of the total investment amount was granted for works in water supply field, namely 34,872,922.00 Euro.
- 28% of the total investment amount was granted for works in waste water field, namely 14.794.574 Euro.
- 6% of the total investment amount was granted for technical assistance, supervision and publicity.

SOP ENV Project Description
The Sectoral Operational Programme Environment (SOP ENV) was one of the 7 operational programmes approved for Romania, funded by the European Union during 2007-2013, within the Convergence objective. It was the most important financial assistance programme in the field of environment protection and it continued the programmes of environment infrastructure development at national level that were initiated within the assistance for pre-accession, namely Phare, LSIF and ISPA. The overall objectives of SOP ENV were to protect and improve the environment and living quality in Romania, and consist in reducing the environment infrastructure gap that exists between the European Union and Romania, both in terms of quantity and quality.
The management of the programme was the responsibility of the Management Authority for SOP Environment and of the 8 Intermediary Bodies founded at the level of each Development Region of Romania.
The investments eligible for this Axis targeted the extension/modernization of water and sewage networks, the construction/modernization of water treatment plants, the increase in the quality of public water and sewage services, in the conditions of acceptable fees for the beneficiary population.
The development of this type of projects required the cooperation between the local authorities involved in the project, in view of establishing the strategy of development of the county/ regional infrastructure.
Thus Compania Apa Braşov S.A had become Regional Operator and the localities where was developed these projects had created an Intercommunity Development Association in Water Field. All invoved institutions were responsible for the achievement of investments and the management of water/waste water services.

Large Infrastructure Operational Program (LIOP)
Large Infrastructure Operational Program was elaborated in order to answer to Romania’s Development needs identified in the Partnership Agreement 2014-2020 and in accordance with Common Strategic Act and the European Commission’s Position Document. The LIOP strategy is oriented towards 2020 Europe Strategy objectives, in accordance with Reform National Program and the Country Specific, focusing on sustainable development trough low consumption economy of Carbon, trough energetic efficiency measures and green energy, as well as environmental friendly means of transport and a more efficient exploitation of resources.
The financing priorities established through LIOP are contributing to Partnership Agreement general objective for direct approach of two out of five development challenges identified at national level: Infrastructure and Resources.
