Implementation and certification of Quality –Environment-Health and Occupational Safety – food safety integrated management System to COMPANIA APA BRASOV

During the last years the concern on quality, environment, health and occupational safety has a remarkable development and more organizations from Romania that provide water supply and sewerage public services become more aware that it should pay increased attention to implementation and keeping of a Quality –Environment-Health and Occupational Safety Integrated Management System aiming to meet the clients/consumers and interested parties requirements, each process, sub-process and organization environmental and human impact management.

Compania Apa Brasov applies the principles of quality management identified by international standard ISO 9001:2008. This support the obtaining of continues improvement of Company performance in providing the water supply and waste water services.

During December 2002 – April 2004 the quality-environment integrated management system was implemented to Compania Apa Brasov. As result the audit for certification, SRAC has issued on 23rd of July 2004 the certificates that attested the implementation and maintain of quality–environment management system, according to international standards ISO 9001:2000 and ISO 14001:1996

In 2005 to Compania Apa was also implemented the health and occupational safety management system and as result of As result the audit for certification of this system ,  during 13-14 April 2006 was obtained the certification for health and occupational safety management, according to OHSAS 18001.

In 2007, Compania Apa Brasov was the first company of this type from our country that has obtained the certification for food safety management system granted for catchment, treatment, transport and drinking water distribution, according to standard SREN ISO 22000:2005. This certification provides an increase confidence of the consumers in Compania Apa Brasov capacity to deliver constantly a safe and quality product to the consumers.

Compania Apa Brasov is certified according to the following standards:

  • ISO 22000:2005

First Class Operator License

Compania Apa Brasov obtained the First Class License for water supply and waste water public service, becoming a specialized company that can perform works and provide services, regardless the technical range and complexity, for localities with more then 300,000 inhabitants.

The license was issued in accordance with the “Rules regarding the issue of licenses and permits in the communal husbandry public services field” approved by  the Order 140 of the Ministry of Public Administration,  according to the Law of Communal Husbandry Public Service No.326/2001 and Governmental Decision No.373/2002.

Accreditations

The drinking and waste water laboratories are accredited by RENAR (Romanian Association for Accreditation).

The metrological laboratory for water meters is authorized by the Romanian Bureau of Legal Metrology (B.R.M.L.).

Management Commitment

The top management is committed to develop, implement and increase the efficiency of Compania Apa Brasov Quality –Environment-Health and Occupational Safety – Food Safety Integrated Management System by:

  • communication of the importance of clients request satisfying, of the  legal and regulating conditions in field of Quality –Environment-Health and Occupational Safety – Food Safety;
  • set up policies in the field  of Quality –Environment-Health and Occupational Safety – Food Safety and it dissemination within the company;
  • providing the fact that the Quality –Environment-Health and Occupational Safety – Food Safety objectives are set up at the company level and at the functional entities and the objectives that are correlated with the entire company policy ;
  • provision of the resources to meet the policy and objectives in the field  of the Quality –Environment-Health and Occupational Safety – Food Safety and to extend  the Integrated Management System to Codlea and Sacele Sectors;
  • powers and responsibilities regarding the Quality, Environment, Health and Occupational Safety, Food Safety Integrated Management System delegation to Ms. Daniela Moldovan, in her capacity of management representative for Integrated Management System and leader of the team for Food Safety, according to the conditions of four implemented references;

Quality-Environment-Health and Occupational Safety Policy

The top management of Compania Apa Braşov is committed to improve continuously the Integrated Management System (IMS) regarding Environment, Occupational Health And Safety, And Food Safety, by developing the following general objectives:

  • Increase the confidence of customers and employees in the Company's ability to deliver steadily safe and quality water to consumers providing services in optimal conditions to the population and economic agents from Brasov Municipality, Săcele, Rupea, Poiana Brasov and neighboring localities;
  • Meeting customers’ satisfaction through rehabilitation and development of water supply and sewerage systems in BrasovCounty, in order to ensure a greater degree of coverage in the served area;
  • Meeting and complying with legal and regulating requirements, applicable to all Company’s processes / sub processes / activities regarding the Quality, Environment, Occupational Health And Safety, and Water Safety;
  • Staff training and awareness regarding the Management of Quality, Environment, Occupational Health and Safety, and Water Safety;
  • Reducing of natural resources consumption and polluting discharges into the environment by implementing SOP Environment;
  • Prevention of occupational accidents and diseases, preventive identification and control of hazards and risks that may affect occupational health and safety of employees and stakeholders;
  • Improvement of management performance and operational standards by implementing internal / managerial control, according to OMPF 946/2005 with subsequent amendments;
  • Providing human and material resources to achieve the set Quality, Environment, Health and Safety, and Water Safety Policy and Objectives.

IMS general objectives are correlated with measurable objectives and performance indicators established for each relevant function and level within the Company. Their achievement is analyzed in order update the policy permanently.

The policy and objectives are disseminate throughout the company and understood and applied by all employees.

The policy regarding Quality, Environment, Occupational Health and Safety, and Food Safety is made available for the public.
